Monitoring/Alarm Device Fees
Both Burglar/Intrusion and Fire
|
•
Burglar/Intrusion Alarm $40 (Includes Monitored Heat, Smoke
Detectors that are a part of this system).
•
Non-Mandated Stand Alone
Monitored Commercial Fire System $80.
•
City Mandated Stand Alone Fire
System $320.
Billed (Annual-Renewable with quarterly updates) to Alarm
Monitoring Center by Dept. of Executive Administration (DEA), Revenue
& Consumer Affairs Division (RCA). |

Billing False Alarms (Property/Intrusion systems requiring police
response) |
•
Police officers will leave
behind a door hanger on false alarms when police response has been
made to the premise.
•
Based on police department
determination of false alarm, DEA/RCA will invoice all false alarms
fees to the Alarm Monitoring center of record on a monthly basis.
•
Contested fees, appeals
or requests for waivers must be made in writing to RCA.
o The standard for
contesting a false alarm fee will be physical evidence of a
crime documented by a police report.
o This may be done
in the original written request to RCA by recording the police
incident number on the return billing statement for the affected
address to RCA. The police report will be verified and a waiver
granted and credited by RCA in the next billing cycle.
•
Warnings; An alarm owner
requesting a first time warning is required to notify their
respective monitoring center. The Monitoring Center will submit the
alarm owner name requesting the waiver for alarm school along with
the return billing cycle information to RCA.
o A letter from
the Police Department will be sent to the alarm owner with dates
to confirm attendance at the class. Classes will be held monthly
at the Police Department.
§ An alarm
owner will be required to complete the class. Non-attendance
will result in the fine being re-assessed to the monitoring
center of record.

Alarm Fee |
•
$125 per false alarm.
•
False alarm definition:
o The dispatch of
police on alarm signal activation when there is no evidence of a
crime, attempted crime or other activity that would warrant a
police response.
•
False Alarm Fees will be
incurred from the point of dispatch
•
One lifetime warning (from 1993)
per premise upon completion of alarm user class.

No-Response by Police to burglar/intrusion alarms |
•
Applies to both Commercial and
Residential.
•
Premises with property/intrusion
alarms.
o A warning letter
will be sent to the monitoring center of record when 3 false
alarms at the same address are received in 6 months.
o When 6 false
alarms in 12 consecutive months are received from the same
address, a second letter will be sent requiring an
administrative hearing with alarm owner and a representative
from the monitoring center. Out of state monitoring companies
will be represented by the local contract alarm company.
•
Upon a no-response finding, a
third letter will be sent to the Monitoring Center of record. This
finding will remain for one-year.
•
No response applies to all
premises and all types of alarms with the exception of commercial
banks.
•
Revocation or suspension of
business license by RCA may result in no response status by the
police department to all systems monitored by that company until the
license is reinstated.

Duties of Alarm Monitoring Center
to alarm owner. |
•
Duty to provide their
subscribers a copy of this ordinance and company policies and
practices with respect to such billing under this ordinance.

Verification Process
Alarm Monitoring Centers |
Mandatory Verification required on
all property / intrusion type alarm systems whether audible or silent,
prior to contacting police.
•
Mandatory 2-call verification on
Property / Intrusion Alarm Systems
o One inside to
the affected premise, if no contact then;
o One to another
number.
•
All Cancellations accepted.
o Exception; human
activated Bank hold-up alarms will not be cancelled.
o A false alarm
fee will be assessed on any false alarm from the point of police
dispatch.
•
Other acceptable forms of
verification.
o Real time video.
o Independent
confirmation.
§ Person at or
near the premises.
§ Alternative
response agency.
•
Human Activated Alarm Signals
(Hold-up, robbery, panic) need not be verified.
•
Failure to follow the mandatory
2-call verification procedures for Property / Intrusion alarm
systems will result in a $250 fee for each occurrence assessed to
the monitoring center.
